It means the wind is moving from home plate toward the outfield. A wind blowing out helps fly balls carry; a wind blowing in from the outfield knocks them down; a cross-wind pushes them toward one foul line. What counts is the wind direction relative to each park’s center field, not the compass alone.
The Cold Line compares the forecast wind direction at the ballpark with the park’s center-field bearing (the compass direction from home plate to center). The same north wind can blow out at one park and in at another.
Not when the roof is closed. 1 MLB park has a fixed roof and 7 have retractable roofs; the wind only matters at a retractable park when the roof is open. T-Mobile Park in Seattle is the exception — its canopy has open sides.
